While looking up something else, I found iWebCal which appears to be a web utility to display a calendar file in a way that’s in iCal format.
Next step was to find a tool that supports iCal - it turns out there’s an extension for Firefox that does that.
So after installing that and playing around a bit, I was able to create an NCWU calendar file locally and publish it to www.ncwu.org in a way that others could “pull” it into their iCal enabled applications. An option for those who don’t have iCal is to use iWebCal (either at http://interfacethis.com/iwebcal/ or looking at installing that application on www.ncwu.org). Try it - the link is www.ncwu.org/iCal/test.ics and let me know if you have success.
The current site uses ftp for access, so anyone who needed to update the calendar would need the user name and password that would give them access to the entire site. Alternatives (WebDAV?) would need to be considered unless we go to a “one or two people are the maintainers of the master calendar”.

I was able to view the calendar and subscribe to the RSS feed using Thunderbird (Firefox email). I like the look of the calendar, but of course couldn’t add anything.
